CTR is the native governance token of the Citrea network, a layer-two solution for scaling Bitcoin that operates on the basis of ZK proofs. It is an ERC-20 standard token on the Citrea and Base networks.

Token Utility

CTR token utility

The CTR token is the native governance token of the Citrea network. It is a coordination asset that returns control over the Bitcoin (BTC) economy to its users. Users can stake CTR tokens to receive a non-transferable xCTR token, which grants voting rights in the Citrea Governance Treasury and the Citrea network. xCTR holders do not merely own a token; they own a stake in the governance of the BTC economy.

Unlike most vote-escrow models that lock tokens for a fixed period, xCTR takes a different approach.

xCTR is a modified, non-transferable ERC-4626 standard receipt token for staking. Stakers receive xCTR based on their share of the contract (starting at a 1:1 ratio and adjusting as staking rewards and other sources flow in). Withdrawals from staking occur over 90 days with a variable penalty:

  • Instant withdrawal: a fixed penalty of 50%.
  • Exiting between days 15 and 90: the penalty decreases from 50% to 0%.

Penalties paid by those who exit staking early are distributed proportionally among the remaining stakers, directly rewarding those who keep their asset staked. Both the size of the penalties and the duration of the withdrawal period are governed by xCTR holders and may be changed by governance as the protocol evolves.

Dual Treasury System: Foundation and Governance

Citrea’s treasury system combines a decentralized DAO system with fund governance.

  1. Citrea Governance Treasury (controlled by xCTR holders) handles liquidity incentives, council selection and payouts, and infrastructure service provider selection and payouts.
  2. The Citrea Foundation Treasury handles research and development, ecosystem grants, operations, and strategic initiatives. The Foundation cannot use its funds for liquidity emissions (with the exception of initial CTR incentives and previous deployments). If the Foundation wants to launch such a program, it must request it from governance, specifying clear goals and key performance indicators.

The Gauge System

The gauge system is an automated mechanism for distributing liquidity emissions from the Governance Treasury. It is a self-optimizing mechanism that lets the market dictate emission terms. If a pool attracts more liquidity, its incentives naturally adjust; otherwise, the market self-corrects to find a more ideal equilibrium. Instead of voting on incentives individually, xCTR holders govern emissions through a dedicated on-chain voting system.

The gauge system creates a network incentive system that puts active xCTR voters at the center of economic coordination:

  • Holding CTR alone does not grant voting rights. To vote, users must stake their tokens.
  • Staked CTR not used for voting earns only penalty fees and additional emissions.
  • Active voters receive multiplied emission volumes in the pools they vote for.

As the ecosystem develops, xCTR holders may receive not only multiplied emission volumes for their votes, but also bribes from applications competing for liquidity, or they may use automated bribe systems that provide a liquid wrapper for xCTR.

What is Citrea?

Citrea is the first rollup for Bitcoin that provides greater expressiveness and expands the use cases of Bitcoin block space without leaving the Bitcoin network itself. Citrea supports demand for BTC within its own network and ensures that the Bitcoin network serves as the data availability and settlement layer for Citrea transactions. Citrea requires no changes to the Bitcoin consensus.

It is the only execution layer that settles directly on the Bitcoin network, the first ZK proof verification, and the first general-purpose L2 network within the Bitcoin network. Citrea aggregates thousands of transactions into batches, processes them in a zkVM, and generates a succinct validity proof confirming the correctness of both execution and outputs.

Citrea has its own ZK proof verifier smart contract at the L1 level, built with BitVM. Unlike monolithic sidechains, Citrea creates modular infrastructure for Bitcoin thanks to its execution segment, which provides settlement and data availability in the blockchain, within the Bitcoin network itself.

What is Citrea?

Citrea provides miners with stable fee income through data availability, scales BTC without requiring trust outside Bitcoin by means of validity proofs, and allows developers to build anything on its EVM-equivalent execution layer.
